This also seems to be skirting close to contradicting the ACOP pg 24 "What CDM-C's don't have to do,

item (b) CDM-C's dont have to approve or check designs, they have to be satisfied that the design PROCESS adresses the need to eliminate hazards and control risks

item (e) CDM-C's dont have to supervise or monitor construction work.- that is the responsibility of the PC.
