CSF Working Groups

There are currently five working groups within CSF.


Process Safety Leadership

Tasked with raising awareness and encouraging adoption of process safety leadership principles by process site operators.

The group has already published Buncefield: 10 year Progress Report.


Tasked with developing communications to and generating engagement with the wider COMAH operating sites not directly represented at the Strategic Forum meetings.

The initial work programme includes creation and population with relevant content of this web portal and an information bulletin service.


Performance and Reporting

Industry and regulators are working together to publish process safety performance information for COMAH sectors in line with the principles established by the Process Safety Leadership Group.


Cyber security

The new CSF working group on cyber security met on 29th August 2017 following a meeting of Trade Associations to discuss current levels of awareness and activity within the chemicals sectors.  The group brought together by TAs, HSE, Department for Business, Energy and Industrial Strategy (BEIS) and National Cyber Security Center representatives discussed current issues and developments regarding cyber security including:

In addition, on 7 September the HSE Board discussed a paper on HSE’s strategy for cyber security in the chemicals sector – this can be seen here



Tasked with developing and improving governance of the CSF including Terms of Reference, input to Competent Authority (CA) chemical sector reports, strategic priority development and new COMAH CA operational delivery guides.

This group has already secured agreement on the Forum Terms of Reference.
